Rockwell Development Group has quietly floated a sketch plan for 150 townhouses at 501 Washington Street, a riverfront parcel that technically sits in Whitemarsh Township but reads as Conshy to anyone with eyes and a car. Sketch plans are the polite first knock on the door, well before shovels or angry zoning meetings, but 150 units is not a rounding error.
